And I'm sorry but I voted OUI. Results were Grenoble and all the communes on the Vercors voted OUI except for Engins.

I obtained French nationality back in 1988, netibiza. I've been here since 1975 and decided that I'd been paying my dues long enough and it was about ime I was allowed my say in elections etc. So now I have dual nationality. Couldn't you have applied for Spanish nationality without losing anything? The argument for only nationals voting re the constitution was that it was a National vote, not a European vote...
You can vote in Spanish elections, netibiza? How very avant garde and how very liberal - I think that's great, seriously.
I find it difficult to follow the logic though - in Spain you can vote in internal politics but the Spanish didn't let you vote when they voted on the Constitution a couple of months ago? But now I think about it, was there a referendum or did they only vote within parliament?
Re your last remark. The Constitution does not affect (they say!) laws within each member country (for ex. euthanasia will not be touched in Holland, the right to abortion will not be changed in the countries which already have it) so how each country says who can vote and when will remain independant to that country.
