Sometime during the 1990's small bakers in the uk closed down because some law was passed [not sure by who or where]because of the way it was baked. In ovens at the back of the shop as I recall.

Does anyone remember anything about this please.

Never heard of it .I worked in an independent bakery during the 90's and the ovens were at the back of the shop.
There are still independent bakers in this town who bake on-site - not sure what you mean. I wonder if the ones you mention infringed some Health & Safety laws?
Was it something to do with VAT?
