pity I was looking forward to being able to sit outside at pubs again.

You can do a separate one about petrol fumes, nicebloke1. But bear in mind cars have to drive on the road. Smokers can smoke in their own homes or on a riverbank or while walking, but they don't have to smoke in pub gardens (just as we accept they shouldn't smoke in in pubs or shops or work places or hospitals.
Outdoor smoking in beer gardens isn't something that's bothered me, but on a recent holiday abroad there were lots of locals smoking in rstaurants. bars outside and because the tables were so close it was horrible- we had to keep moving tables.
Sad news. But thinking about it, there was little chance of them doing the right thing when past change has apparently made the pub industry near unprofitable. What they ought to do is to investigate what the real issues are, get that corrected, and then go ahead with further smoking restrictions.
It was never a good alternative to allow smoking in the pub garden thus ensuring non-smokers felt a need to self ban themselves from outside.
Most pubs I'v seen OG have a car park that is surounded by grass land, the grass land normally ends up being the place for the tables. Smoking out side vape or otherwise is not an hazzard to other people even most of the powers that be agree on that, hence the change of mind, not to mention many pubs would close down.
