UK phone numbering anomaly

This as pretty specialised but there will be an answer. When the numbers were altered to 01 and then 02 for geographic, 07 for mobile, 08 for special rate and 09 for premium why were Mercury allowed to keep 0500 freefone when there were plenty of 080 numbers free to switch? It was the only exception in the whole system (although 05 is now for corporate numbering which I don't understand and will post a question on next).
