I thought it was possible to report questions you thought might be offensive to some?

It it. However if you're a new member (registered within 2 weeks) you won't have that facility yet.

I'm not new to the site and the question i want to do it for doesnt have that written underneath it. Others do though.

if i question has\already been reported, censured\and reinstated then the option is removed.

What question did you want to report, aims?

The Report option is now only on the Beta version of AB. So, either you are in the old version (with no avatars) or...it's as DottyH has said - the question has already been reported and the Report word removed.
