So lets get this straight. If you wanted to ban another user all you have to do is register 20 email addresses (or even 10 would suffice) then report 2 of the same persons threads 10 times. then they are deleted. correct? Is this why some users never start a thread? for the fear of been banned?

No, that is not correct at all.
Yes, the posts may disappear and there may be a temporary ban, but it would not be a permanent ban.
Green names can't report posts in any case, so it would take a little bit of organising.
Starting a thread has nothing to do with it - you can report a post within a thread, by emailing the ed, or reporting the whole thread, regardless of who has started it. The thread is read and the offending post removed. That is how it is supposed to happen, anyway.
Don't forget the editor and moderator can see IP addresses - he or she would quickly see that all the reports are coming from the same IP address.

I've emailed the ed a couple of times to ask why I've had a question banned, but have never reported another user. I couldn't be bothered reporting anyone, even if they've been abusive, as I don't really let things get to me. I had a 300+ thread cut back to about 285 and emailed the Ed to ask why, but never got a reply.
