Help! Need �15pm mobile plan

I've been looking all over to find a mobile contract that's at most �15 a month, all I want is unlimited texts and a few minutes (I don't mind if it's under a hundred). A new phone would be great, but I'm not that bothered if it's SIM-only. My problem is that I'm new for shopping about for contracts and I get confused on the sites; one said I'd need to pay extra to call a landline, is this true??

Basically all I need is the unlimited texts, and the ability to call any mobile OR any landline for a few minutes in an emergency. Help!!
