Book I remember from the 70's

Does anyone know the name of a book about a boy and his family or village. He had the ability to hold the sea in his mouth while his family walked on the ocean floor gathering fish. Each time his family or whomever would ask him to hold it longer until finally he wasn't able to do so. Any idea would be greatly appreciated. I want to give this to my great niece. Thanks!

The Seven Chinese Brothers
When he can't hold it and releases it, people drown, and he is sentenced to death. His brother takes his place - can't be beheaded, and in series each brother matches his strength to the death sentence and survives.
