looking for a book i read as a young teen

This would probably be about 15 years ago but I read this book where various fictional personalities arrived in a town with half of the group striving towards something bad, maybe the destruction of the world, and the other half were trying to avert said destruction. Some of the fictional personalities I remember were dracula, i want to say there was a mad scientist, jack the ripper, maybe frankenstein and all of these personalities had some sort of pet familiar. I think the story was told by jack the ripper's familiar dog. I remember each of these personalities was safeguarding i want to say an amulet or some other item, and whichever side had more at the end won out. anyone have any idea what this book was or the author?
