Three minute theatre TV series

Does anyone remember a series either from the late 80s or early 90s I think it was called "three minute theatre" presented by someone related to politics with a european-sounding name which I think began with I. The series started with the idea of the advert break on tv being a 3-minute theatre but moved onto other topics. A google search for three minute theatre only brings up results of what looks like one of those theatre groups that present plays performed quickly. If anyone has the correct name, the name of the presenter and/or any other information, it would be greaatly appreciated.
