1980's Anime film - what was the title

I can only remember bit of this, but this was science fiction themed. The main character was something of a rogue privateer who lived near some power station chimneys with seagulls. There was a comedic sequence where he was attacked by a floating head. Later, he joins forces with a female pirate/ninja army. The best clue is the villan - a transluscent man with a visible skeleton who is impervious to damage, he uses bones from his body as weapons and the protaganist eventually uses one of these to stab him and kill him.
Vary vague, I'm afraid but this was televised in the UK during the late 80's as part of the manga boom. Any ideas?
