A lunch picnic party for the baby with a couple of friends and the grandparents/close relatives. Then a babysitter that evening while you all do something a little more suitable for a nine year old. Like pizza and bowling/cinema or if at home then a few friends round for food and dancing.
yeah something like that will be done maidup if nothing else can be thought of...theres a place nearby that has stuff for little uns like ball pool/play area and stuff for older kids like bowling and games and everyone could have a lovely day together but the little ones would need taking home early so the older ones could have fun and quite a few of them will have older brothers or sisters there and that doesnt seem fair either
Rent the local swimming pool for an hour. (Assuming it has a baby-pool) Changing time before and after is not charged extra. I used to do this for my three boys. It was not expensive. We got the services of the life guard, and were allowed to invite 150 people, which meant that each guest's whole family could come, and look after their own children.
For party food you only need a huge cake, a sack of crisps and a barrel of cola

It is definitely going to be a little difficult with such an age gap, however, try searching http://www.birthdayparty4u.co.uk/ for birthday party ideas.
a scavenger hunt is always fun. it involves collecting things, answering questions (ones about you- your favs, dreams, etc) & solving clues to the next spot. the starting location can be at a central spot in town & the final meeting location can be at your house. then it'll lead into your birthday party- eating & drinking & talking portion. it's a great conversation starter plus those people who are there can really get to know someone if they're on a team together.
the cost is how much you want to put into it- meaning for the items they need to get. i would recommend to have everyone bring a digital camera. they can take a picture as proof; plus you can laugh at the pictures when you all get back to the house. plus you can either do it about yourself (the typical hangout spot, favorite music store, or something that describes you: if you have red hair, find someone with red hair; if you like basketball, take a picture of a basketball game) or about a topic (like musicals, recreate the sound of music, hang off a lampost like fred astaire, etc). you can get as crazy as you want with what people should take a picture of.
i recommend having it for like an hour & half. assign points to the items (harder the higher) & which ever team has the highest total wins.

Don't worry about the age gap because both are children and also as the 9 year old one is a little bit understanding and matured than the other you better take put your attention more about her....because you know that little girls are so sensitive so you better give her a special notice and a special place to her in the party. For the one year old one you can have some toys and specially capture him to nice photos.
You can arrange the party inviting the friends of the sister in an open place with music, games and presents for all her friends. Make sure you make her happy more so that she would love you and her little brother.
