I think it is a pun:

let the penalty be connected to the harm

damnum has two meanings harm, and leg, penalty, fine

continuo (first like amo) means connect to, be in a line

and it's a passive -  [it isconnected]  and in teh subjunctive  - let it be connected.....

I think Peter is right in his translation... the more common expression of this in English is, "Let the punishment fit the crime."
