IMHO children that age shouldn't have a mobile phone unless they can use it responsibly. They obviously cannot, so take the phone away, and the rest of the school holidays can be spent doing community service, litter picking, and hearing about those people whose lives have depended on the emergency services.

I have no idea but I'd hope part of it would at least involve some kind of project in learning about how the emergency services work and the potential costs and consequences of their (and similar) actions and being made to earn at least a large proportion of it back via some kind of community work. An apology in person to some of the police and others involved in their hoax might also make them face to up things more personally too.

Once I had got over my deep deep shame at being one of their parents, I would have immediately confiscated their phones until they could prove to me they warranted having it, and I am no pushover.
Resisting the urge to tan their blummin backsides, I then would have considered why they did this at all, sat them down and told them what the emergency services are needed for..in quite an adult and graphic way.
Then, it's volunteering for the whole holidays, doing something useful.
It's a darn sight better than I would have got if I'd have done this.
