I live in a mega hard water area and have got a Brita filter tap which I use for any water which goes in the kettle. Stops scale completely...if you want a cheaper option then a Brita jug will work too. I know there are other brands but have only ever used Brita so can't recommend any of the others.
Peeling paint is just a sign of the kettle's age and can be ignored.
The scaling, well you could buy a water softener. Or if you do a web search there are ways to descale kettles on a regular basis. Soaking in diluted vinegar can help as it is acidic and eats away at the limescale. May want to boil the vinegar flavour off first, before using it for tea, though.
