No. 21 Ducks and drakes used to bust the dam(8). I am still very undecided about an answer to this clue. Please don't refer me to all that has gone before as I've read it all several times. None of the answers seem really to fit. e.g. ricochet, bouncing, skimming and I think I've also seen squander and squadron.
Is the main "thing" the ducks and drakes or the bust the dam? Will have to make a choice soon
but it does seem as as if this question is a real poser amongst a lot of people!!

But Highball wasn't the bomb that busted the dams. That appears to have been a bomb codenamed 'Upkeep'.
