More to the point, why was he allowed "in and out of prison" when a far longer custodial sentence was clearly needed long before it was finally given.

What sort of freaks sit on these Parole boards.
The police consider him a serious danger to women and girls.
The Parole Board consider him suitable for Open Prison.
The Secretary of State for Justice endorses this opinion.
Obviously our police are far more crime-aware than the Parole Boards or the Secretary of State for Justice. At the very least these blinkered folk should be compelled personally to fund the efforts towards his recovery - why should the taxpayer foot the bill for those who undermine our police forces.
