Mostly this involves the absorption of invisible ultraviolet light and the retransmission of visible light.
This is why flourescent paints look bright because as well as reflecting visible light they can convert light that you can't see to light that you can.
There are many substances that do this I think the ones in paints are usually quite complex organic molecules
