Does anybody know who wrote this poem and is it about Norfolk?

These are the first few lines.

God drew a map of England and planted hill and wood,
He looked on stream and headland and saw that it was good,
And far into a corner he pushed a fair domain........

I don't know this poem but doubt that it is about Norfolk, a very flat county! It would seem more likely that it refers to Cornwall.
