A book I once read

I am looking for a book I once read and loved very much. But I cant rember the title.

Its about a girl who learns she can control birds. She ends up with a hawk that is bound to her. And she is trying to save a man she cares about who can control fire. Even though she promised to marry another man who is a feared war lord/general. I know this discription is very vague but I hope I can get help. I rember the cover art very well. It has a girl in a cloak on the front witha hawk perched on herhand. Behind her is a man on horseback being attacked by birds. Please let me know if anyone has the answer. Thanks.
