Depends upon the contract - for example, most wedding photographers retain copyright on the photographs they take of your weddings.

I would say that it was normal for the copyright to remain with the artist.
Unless you've come to an agreement with the artist, the artwork remains copyright of the artist. The Design Council has a copyright FAQ section which you'll find at http://www.designcouncil.org.uk/webdav/servlet/XRM?Page/@id= 6047&Session/@id=D_YQo12KU8DfUhgMiEyu9E&Document[@id%3D1108] /Chapter/@id=0 (Sorry about the huge URL!)
