printing help needed please

My daughter has been asked to submit some photos, they have requested a specific non-standard size and that they must be printed by her, so taking them to a printers is not an option. She is having a few problems in doing this and time is running out so if anyone can please help she would be very grateful. She was printing from Windows Picture Manager and changing the print options to custom size and then putting in the size needed. However this has printed a size smaller than required. She has tried copying the picture into Publisher and changing the picture size within that and again this is not working. She has also tried resizing the picture in Paint Shop Pro and doing a trial print and again the measurements are not as required. HELP please!!!!!!

download and install Gimp (yes serious, thats what it's called)

open the picture with it, then select print from the file menu and click on the image settings tab, you can then set the size the picture will print in.

Load the picture in .jpg form. Open Word & insert picture. Adjust the photo size accordingly using ruler measurement on Word & print.

thanks to both of you, she ended up downloading Gimp and was able to do it from there. Photos are now at the mercy of Royal Mail! thanks again I knew someone on here would be able to help :)
