There are thousands of reproduction figures like this about, most noticeably, and curiously, in the South of France, where the market for art deco and jazz age figures is very strong.Every furniture shop in Nice seems to have a range of them It may be that the originals were first made there; I haven't come across one in America.
Most serve as side tables, for use in parties as a place to put bowls of nuts, olives etc. They are not much practical use otherwise, but they are decorative.
These were also a popular woodworking hobby for chaps years ago .I remember my Mum having one in the front room . He was a painted as a bellboy .
You could get a pattern, which was usually in the hobby magazines of the time to put on ,say, thin plywood which was then cut out with a fretsaw and then the design was traced onto it and then painted on both sides .
My Dad did two Mickey Mouse ones and put a seat across the middle for me when I was child :)
