Ok People help me out on this please about a childrens book.

It was either set in war time or post war and it was about two rival gangs who would have mock wars and use things such as sticky bombs that they would have to put on a mock tank to win...the story then leads onto the two gangs joining forces to outwit and capture a black market gang.

I keep thinking along the lines of "boys from broom lane" or "the blackstreet gang"i think one of the children was called tubby
