Water drainage in back yard

I have a hill behind my home and 2 homes above me and one next to me and above drain a portion of their roof water/rain water into my yard. I have put in drainage system on crest of hill--not enough--so added 2 cauldrons below the hill with drains out to the street drain. They got plugged, I guess, and didn't drain right last night during hard, hard rain so I fought water for 2 hours in yard. I finally, don't laugh, got out my plunger and think it actually worked. How can I keep them cleared out without eating away at them with acid? Can you buy large plungers or something to blast water (?) into them to clear them out? I'm pretty frustrated and have already spent over $8000 to fix it. Please any ideas?

............ best way to keep drains clear Shel, is to discharge the water into a trapped gulley connected to the final drain. If the gulley gets bunged, it's easy to clear it and you're ok again.

Unless there is a spacific easement or long standing arrangement then your neighbour cannot drain their roof/gutter rainwater onto your land.

If, for example the rain water runs off their garden then you have to dispose of it. However if they put a patio in and the rain water runs off this then in all likelyhood they would not be allowed to let the water run off onto your land. The same applies to roof gutering water ect.
