colorless and unhealthy lips?

is it normal for a fifteen year-old girl to have unhealthy lips? they aren't vulgar, or dry, but my daughters lips don't seem like the normal vivacious, colorful lips that young people like hers should be. they dont have much color in them, and she uses lip balm/chaptstick habitually, but it isn't helping. her lips have been this way the past couple months or so.
any recommendations to get her lips healthy again, and/or answers as to what's wrong?

Lip colour is a good indication of the state of oxygenation of the blood. Pale lips could indicate anaemia amongst other things. A trip to the Docs is in order I think, for a thorough checkup just to make sure.
If your daughter's lips aren't dry(I don't understand the not 'vulgar' bit) , then why is she constantly using lip-balm?  Dry lips can be an indication of a medical condition or something easily dealt with, such as Riboflavin deficiency, dehydration (just not drinking enough water) or a habit of licking the lips. I agree with PurplePixie that a checkup is in order.
Are her gums pale too?  If so there's a good chance she has anaemia.
Also, check under her bottom eyelids figwit. If the colour is bright it probably is not anaemia. But if it is pale it is a sure sign of iron deficiency. Apples, (I ate 6 a day for 2 days and it fixed it) Raw ones.
Vit B deficiencies can result in localised signs on and around the lips. If you do take any one particular Vit B, make sure you take a good B complex as well, or just take the complex.   Taking a single Vit B can cause further  deficiencies. If you can't figure it out yourself then a diagnosis is definitely in order.
I have lips that are very pale (almost skin tone) and I'm perfectly healthy, just a very pale-skinned blonde.

right, sorry to confuse you with 'vulgar'
I meant they aren't cracked, and she uses lip balm instead of lipstick now, because I read a rumor that lipstick drained the color from lips.
my daughter is brunette, and her lips used to be full of color back when she was twelve, but then she turned into a teenager (=D) and started using lipstick, and suddenly her lips are quite pale. is it a coincidence? or just another cause?
her gums are not pale... I will take all your advice on lack of iron, because this may be true. I'll have her eat more apples and spinach, and drink more water, definitely.
