I have blepharitis, so am very careful about eye-make-up. Vaseline is far too heavy. It's pricey, but Clinique is brilliant - it goes a long way.
Otherwise, warm water with just a drop of baby shampoo in it and cotton buds works well.
Johnson's eye make up removal pads (removes waterproof mascara) are fantastic. Especially to keep eyelids CLEAN for sufferers of blepharitis/contact lens wearers, (me), and more gentle than using baby shampoo (which I don't like).
I've used them for a long time now, one pad per eye, front of pad then back of pad, then a new one for the other eye to stop cross contamination. Not for make up but to keep eyelids clean. Wouldn't use anything else.
