If you have loads of hard scaly skin may be worth going for a pedicure to have it removed and you can get them to advise you how to stop hard skin forming in the future.
If it's only a little bit then loulou's advice is great.
Either using a foot spa or putting your feet in a bowl of warm water with something like radox crystals or dead sea salts then drying them gently and smothering them in warm olive oil then covering in cling film can also soften them up before using a pumice stone (you can get ones on handles which are easier to use) then slather on some nice moisturising cream, put some cotton socks on and leave over night.

Do you wear flip flops or slippers a lot. It happens more in the summer when ff's are being worn. You could try a product call Pedicure. You put in on cotton wool on the dry areas of your feet, wrap feel in cling film, wait 20 mins and then scrape off the icky debris - its great fun but a bit gross. They sell it on QVC. You follow it up with the foot cream for a week afterwards your feet feel brilliant. It can be used on hard skin on hands and cuticles too!!!

A friend does a lot of long distance walking and recommends the Newtons charcoal sponge (about 5 from any chemists), instead of a pumice stone. Its not a soft sponge, more like a piece of charcoal!
When she has her bath, she rubs a good quality soap on the sponge and rubs the hard skin away. The difference is immediate. Then she covers her feet in Vaseline jelly and puts on a pair of cotton socks.
Ive tried it and it works.
