Shaving recommendations needed

Hi everyone - Can anyone recommend a wet shaver or electric shaver that's good for quite tough stubble. Hubby has a pretty tough beard. He says the hair grows in different directions making it quite difficult to shave. I've heard of various shavers called cool shavers and wondered if anyone could recommend one, also a good foam. I've heard foam is better from a bottle or tube not a can. This is for a Christmas gift. Thank you.
