Breast cancer and diagnosis

Is there any way a consultant radiologist can "diagnose" breast cancer from the results of looking at a mamogram and doing a scan of the area? What would you think if that consultant said, "it doesn't look benign"? I am asking on behalf of a close family member. Thanks for your input.
