has anyone ever had this - swollen , painful knees and skin

what treatment did you have ?
how long did it last
would Physio help ???

I am not sure what you mean by " reactive arthritis" as what you are describing does not, to me, bring to me a diagnosis of arthritis.

I would be thinking in terms of fluid in the knee or damage to ligaments or cartilages in the knee.

You need to be more specific.

very swollen - both knees. the skin is sometimes very red and inflamed and walking is painful. the diagnosis was reactive arthritis over a year ago - test for Lupus came back negative - he is only 31 !!
That is very odd in a man of so young.....
There are many conditions that come to mind, all diagnosed by blood tests.
I would suggest that physiotherapy may make the situation much worse and would advice against this line of treatment.

My advice:
Ibuprofen 600mgs three times a day and make another appointment to see your GP for repeat blood tests.
