Using Skype In The Netherlands

1.An elderly Dutch friend has just bought a computer and I have suggested to him him that he opens a free of charge Skype account.

2.He does not know anybody in Holland who has this facility.

3.Does any Answerbank member have any suggestions as to how he can get help on setting up a Skype account?

4. For example, is there a Skype office in existence that he can contact to get instructions?

5.Does any Answerbank member have a Dutch friend who would be kind enough to publish on Answerbank a step-by-step guide which I could then relay to him by e-mail?

He has tried to enrol in computer classes but they do not have any vacancies are do not allow waiting lists

What operating system does he have on his computer?

If it is windows 8 he can download it from the windows store, which might be the simplest way.
