Any change of use should require further permission. I guess once given the claim is that the dead relative's body isn't the donor's "property" any longer and they have no say. It seems to me that those requiring bodies for crash experiments should get permission from the relatives for that. A family member, even when dead, isn't just an item to be passed around for any use, there are emotional aspects that need to be considered.
I don't think it was a charity, it was a scam organisation who conned people into donating bodies and then sold them on. I am surprised that the army didn't enquire further into where the bodies had come from though....although I guess there might have been the feeling that the research needed doing and therefore best not to enquire too closely.
There are plenty of Jane/John Does who end up being buried in the 'Potters Field' with little more than a reference number.

I've been follwing the story of the aptly-named Gore for some while and believe him to be both money-grabbing and to have an unhealthy interest in the dead.
