Hiv Ag/ab Test At 12 Weeks Post Exposure

I’m a male and had an encounter with another male 14 weeks ago. It was mouth kissing, neck licking and mutual hand job with no masturbation.
1-Was this a high risk to acquire HIV and does it warrant testing?
2- I tested at a very respectable lab using ag/ab (combo) test at 8 weeks 10.5 weeks and 12 weeks and they were all Negative. Do I need further testing?
3- I asked the other guy to test at the same lab using the same type if test at 11 weeks and 14 weeks and they were both Negative. Was this a proof and reassurance not to worry about it any more?

from experience - I was HIV tested when my blood count went down to zero - 0.02 to be exact, and when it (HIV test) was negative they said
O lets do another one ! - - still neg
My brother said of No2 - the prospect of getting it wrong is SO catastrophic, they .... dont get it wrong
technically speaking - the HIV test is very highly quality controlled

thinking about it - is "confirmation bias" - you (one, I, the doctor) receive further information ( HIV neg and wonky blood count) and reject it because it doesnt confirm the first impressions
in your case - you are rejecting all the information that shows you are HIV neg - and then concluding; "and so I still could be, couldnt I?"

HIV is not spread via saliva- kissing can allow spread of HIV only if both partners have bleeding gums which get into the bloodstream of the other. Same with neck licking. I'm not sure why you specify "no masturbation"- in fact I thought a mutual hand job would count as (mutual) masturbation but it's not my specialist subject- but I can't see any risk from hand jobs unless large amounts of semen got onto broken skin and into the bloodstream, but even then risk is low.
HIV can't be transmitted via saliva. The only risks in kissing someone who's HIV+ are if both of you have bleeding lips or gums.
From your description of your sexual activity with the other guy, I can't see why you even bothered with HIV testing at all as (unless you both had open sores on your lips or gums) the risk of you acquiring HIV through such activity was COMPLETELY ZERO.
