Labour Government writ large. The two "Health" boards in Wales with the worst historic performance figures pre-covid by anyone's measurements, are also the same "Health" boards that have given the least percentile number of vaccines, have the longest predicted waiting list, but the most people working on the problem. Perhaps he is saving the vaccine until the Assembly(ironic choice of name once again) can work out how to give it to supporters first and make it sound legitimate.
