How Do You Bulk Without Putting Too Much Fat On?

I do a lot of weight lifting and overall have a good physique with very defined muscles overall. However, on my stomach and round my face/neck area there are little bits of fat that I can pinch. There is no fat that I can pinch on my arms or chest at all, but definitely on my stomach and neck. I do cardio and eat healthy muscle building food but I can’t seem to shake off those bits of fat. I know when bulking you’re not going to be super lean but I would still like to not have fat that I can pinch. Any help? Thanks
