Nothing to do with feminism and everything to do with the German culture where both men and women sunbathe and swim nude in public spaces such as lakes and parks. They consider it healthy.

We tend to wear stuff when sunbathing in case some knob of a TV reporter appears to ask what we think of the 'heatwave' that lasts for three days.

Drizzle bathing isn't a thing. :-)

10C, we do have nudist beaches open to the public, also lots of nude (not just topless) swimming sessions some of which are open to the paying public, not just members only

It gets to around 24deg in Berlin in July & August, often a lot hotter. Plenty hot enough for Madonna to get her big boobies out.

I am rather stunned that this is an issue in Berlin TBH, Europeans of both sexes are totally OK with being topless, nude or clothed sitting with one another on the beaches of the Med, certainly in Spain. They have always been more relaxed about nudity than us.
