It is unions and councils in Scotland and waste management is a devolved matter so I ask again, how is Labour and the UK government involved?

Scotland is devolved and this has nothing to do with the new Government in Westminster. Most of Scottish councils are run by the SNP or Tories (I think Labour have a couple out of 23).   
The offer to the bin men has not been made by Starmer it has been made by COSLA a cross party association of Scottish Councils. Starmer is not involved anywhere in the negotiation with Trade Unions.
