which machine at the gym would be best for me to use to tone from the waist upwards i have lost over a stone since january and really dont need to lose any more from bum hips or legs because jeans are looking a bit loose in those areas but still need to lose some from waist and stomach, would the rowing machine or the cross trainer help the most?

You can focus on toning certain muscles, and Im sure that's what you are looking for. Your body will naturally even itself out once you are at the proper weight (within reason of course). So to tone the waist and stomach situps work, in ALL different directions. The medicine ball and beachball thing work great together. A medicine ball has a lot of weight to it that you hold while you are laying with your back on the ball. Leg lifts as well. Push ups, chin ups. All of these things are using your natural body weight, once you are comfortable with your body weight..then move onto the machines and have a trainer show you. A rowing machine and cross trainer will work, but they arn't as concentrated as the other ideas I gave you.
