why are mammograms only offered to over 50's?

Because generally speaking breast tissue is much denser in under 50s, making mammograms less effective.

There is risk attached to exposing women to radiation, and the earlier screening is started the more radiation they will be exposed to.

And cost factors too, of course.

and there is a higher incidence of breast cancer in the over 50's.
