Ethical?

I read that the average daily pay in Uganda is equivalent to 50p here. Is it ethical for me to send someone in Uganda some money? Like, �30? It would clearly mean a lot to him, but not a great deal to me. Or is that insulting? This chap is a fan of a band I am in- no idea quite how our paths crossed, but he emailed a few times. He is now emailling asking for money. What would you do?

Are you sure that he not form Nigeria? i work in financial services and our fraud team spend about half their time dealing with Nigerian financial fraud where they are scamming people in the Uk to defraud them of their policy proceeds etc.
