Children of opposite sex can share bedrooms until the youngest is 10.
However, if the 'overcrowding' is due to natural growth - you have more children or the children age, this is not considered overcrowding.
Your living room and kitchen (if large enough) is also taken into account when calculating whether or not you are overcrowded.

But having another bedroom won't stop the sleep apnoea, will it? You will still want to be with your son through the night - as you say, sleep apnoea can kill.
Lawfully your son can sleep in the same room as his sisters; or you or he could sleep in the lounge.
I think your son's health problems is the priority, and I can't see how an extra bedroom will help with that at all.

Sleep deprivation. Would you be happy for your son to sleep alone all night in his own room?
His muscle weakness must restrict his ability to move freely during the night, which will aggrave the sleep apnoea.
The children will be back to school soon and you can catch up on your sleep during the day.
Can't the child's father look after him for the occasional night to give you a break?

i think that the difficulties that you face will not be made any easier if you have a 5 bed mansion.
a 2 bed flat will be seen as suffice by the HA. As already said if you feel youd like a larger property then look at renting from a private landlord and getting help with payments through housing benefit.
There arent enough homes to give everyone what they think they require.
