It's on the throat side of the eardrum and nothing you can put in your ear will cure it. You can test for it by pinching your nostrils and blowing your nose. If your ears 'pop' but do not clear, then that's what you have. Up until puberty this condition can be cured by the insertion of 'grommits' but,for some reason, not after that. You can try nasal drops or menthol inhalation but these only offer a minimal chance of clearance.
There are several cures for blockage on the ear side of the inner ear, like syringing, or proprietory drops like 'Otex'.
Good luck.

If it's just a wax build up then i'd recommend Otex ear drops. I have recently had a bad build-up problem in my left ear - Docs told me to use olive oil, which for me was utterly useless, then they syringed it which still did not shift the wax, so in the end i tried Otex and after two days of it I managed to get two big, solid lumps of wax out of my ear and it's been absolutely fine ever since.
When on hols in Far East, Singapore, I was given an 'ear-clean' by the barber. He used a thin steel tool with a miniscule spoon end. Popped it into my ear to clear the wax......hearing was much improved!
This tool can be purchased in some manicure/pedicure kits......I bought my kit, with tool, in 1 shop and use it regularly!
