Is that a device to help with strengthening the Pelvic Floor muscles?

If it is those magnet type thingeys you wear on your knickers to help period pain then YES, YES, YES....they do help. I have endometriosis and sometimes the pain is immense and although the magnets don't take it away completely it does help (along with painkillers)

i've never tried it, but it's been my experience that anything which sounds too good to be true usually is. personally, i wouldn't waste my money.
