The question is ambiguous/ not adequately defined. New Judge is probably right but maybe the order of results doesn't matter.
An alternative answer is that there are just 4 outcomes - you can either have:

2 wins and a draw

I assumed from the question, factor, that when it mentioned a “treble” that it referred to a bet where the punter had to forecast the outcome of three individual matches rather than just say how many would be wins, losses or draws.
If a distinction is made between a score draw and a scoreless draw, then there are four possible outcomes for each match and the number of bets needed to cover all eventualities would increase to 64 (4 x 4 x 4).
