However given all the current cuts in funding, I don't know whether this is an initiative which might be affected in future. Helping people look after themselves is cost-effective in the long run...

I think that they arrange a few sessions rather than annual membership. I would hate to think my hard earned taxes are paying for peoples`s gym memberships. I suppose they think if someone has a few sessions they`ll join up and get fitter thus improving their health. The GP could just tell someone to get off their lazy backside and go for a walk as it`s cheaper but maybe people haven`t got the motivation and need a gym instructor to encourage them.
