how can i clear eczema on my eyelids,its very itchy,and very red

If it's definitely eczema I think you should see your GP for a treatment that can be usednear the eyes. 

Do you wear eye make-up?  If so it could be an allergy in which case leaving it off for a few days and an antihistamine may help.

Definitely see your gp but an alternative could be Chinese Medicine - have you thought about using acupuncture to help clear it, check for a practitioner in your area -

Hydrocortisone cream is excellent for this

Go see your GP ASAP, i wouldn't use any steriod based cream on your eyelids though as it is so delicate anyway and this will only make them thinner and more crinkly in thelong run. I did used to have a very small dot in my inner corner of my eye and used a cotton bud to dab some on once a week but for your whole eyelids you would need something a lot gentler than this.
evening primrose is very good for eczema you can take capsuales that are just as effective, doctors tend to give hydrocortizone cream which contain steroids and can thin the skin especially on the face around the eye area, evening primrose can be prescribed by the doctor for eczema xxx
