What should my partner do?

hi all
what should my partner do her ex refuses to pay child support for their 7 yr daughter, he only sees her once a week for a few hour and there are some day where he doesn't feed her after school,he constantly grumbles when he picks her up.
he is 7 months behind on his rent where he is staying and he didint get her any preasents for christmas bar the ones he got from the tip he has just gone and bought a car for £250 to race in the stockies this year.
he is a heavy smoker of cannabis in the same room as her. and he only works the weekend nights doing the taxis and excuse for not seeing her is that he has to sleep there the day.
my partner is intimidated by him and scared as he as he is agressive to wards her from their previous marrage.

In an ideal world he'd value his child and i'd normally say kids are better off if they can have a relationship with their father but in some instances that's simply not true and only you and your partner know if this is one such instance.
