Hard Drive "disc not initialised" any ideas pls?

Hello everyone, i am using an XPS720H2c pc & ive got x3 drives in it, which are in NTFS format & working fine, Ive got an old IDE internal drive from an old Pentium 4 pc which i am trying to gain access to to either just format it (As a last result) or to be able to boot it to desktop, i have the drive sat on a box next to me plugged in Via USB 2 & into the electricity, when i plugged it into my pc a baloon popped up saying "Driver installed" but when i go into "My computer" its not showing up anywhere? ive got the old hard drive connected via a "R-Driver 3/iii which is a IDE connector at one end going to a USB 2 at the other so i just plug it into my pc, ive tried to look for a solution for the last hour but found nothing after lots of tries?
I am running on Windows 7 (64) & ive also been into my pc's BIOS and set it to boot from USB but it says "no boot device available"?? this was after disconnecting my pc's drives so there was only the IDE hard drive connected via the USB...
Can anyone help please?????

I would try removing all the jumpers from this drive and see how that goes.

Worth a try:
Right-click Computer, choose Manage
Near bottom left, expand Storage (if it's not already expanded)
In Storage, click Disk Management. It may appear in there (you may need to scroll down) but without a drive letter. If so, right-click it for options.
