Menthol decreases nasal congestion through local anesthetic action and stimulation of cold receptors. It dilates the blood vessels, which has a cooling effect. It also has anti-microbial and anit-inflammatory properties.

Using a Vick inhaler for any length of time is considered dangerous and could cause damage to tissue. I had a congestion problem like this for a couple of years - started during pregnancy ten years ago and continued, inexplicably, for a long time afterwards - and the ENT consultant advised against Vick's but said Otrivine spray was okay for long-term use. It was very effective. Have some allergy tests. It may be that you're lactose-intolerant, which causes excess mucus secretions.
